Proposed Site Allocations
Sheffield City Council’s draft Local Plan identifies several sites across Chapeltown, Ecclesfield, and Grenoside for large-scale housing development, many of which fall within protected greenbelt land.
This page sets out the details of the proposed allocations, including their locations, scale, and the potential impact on our communities. There are also maps which outline the proposed access points to the sites. These maps have been pulled together using information from the Inspectorate Hearings.
We believe residents have a right to understand what is being proposed and how it could affect our environment, infrastructure, and way of life.

Site Access Maps
These maps have been annotated by a member of the CEG Action Group using information provided by the Council and developers during the Inspectorate Hearings. They indicate where we believe the proposed access points to each site are located. However, these access points may change depending on the outcome of the Hearings and any further consultations.

Thank you for your continued interest in the Sheffield Plan.
Following the recent Sheffield Plan Examination hearing sessions in September/ October, and as agreed with the Inspectors, we are providing the opportunity for people to review and comment on a limited suite of examination documents associated with the Stage 4 sessions that were published in the run up to, and during the hearings. We are also inviting comments on some documents produced as a result of actions arising from those hearings.
Please note that some documents have been produced by or on behalf of the Council in support of the Sheffield Plan, while others have been produced by other organisations, including participants in the hearings.
The tables below set out the documents that are available for comment for a period of 3 weeks up to and including Thursday 11th December. To assist, these have been categorised based on the type of document:

Site specific documents (note that, in some cases, concept plans have been produced by the site promoters, but these are for illustration only and detailed plans would need to be produced at the planning application stage which could result in a very different site layout)

Note that this exercise does not reopen other documents for further comment, which have already been subject to a period of public consultation, or available suitably in advance of the recommencement of the examination hearings on 29th September.
Please ensure that any correspondence you send clearly makes reference to the document(s) that you are commenting on, using the EXAM reference numbers provided in the attached table.
These documents are available online via the examination website www.localplanservices.co.uk/sheffieldplan and in hard copy at our principal office (Howden House, 1 Union Street, Sheffield S1 2SH) along with other documentation produced during the course of the examination.
All comments received by 5pm on Thursday 11th December will be provided to the Inspectors carrying out the Sheffield Plan examination for their consideration. Any personal information will be redacted prior to the comments being published on the Examination website.

The Inspectors will issue a Post Hearings Letter once they have considered all consultation representations and all outstanding actions have been completed. The Inspectors have yet to determine whether the plan is capable of being found sound and legally compliant with Main Modifications. If the Inspectors consider that the Plan can be made sound through Main Modifications, they will advise the Council to prepare a schedule of those Modifications for public consultation.

Community Brownfield Sites List
As a community, we’ve worked together to compile a list of brownfield sites that has now been accepted for the hearings.
You can view the full document by clicking the 'Download' button below. This has all been possible thanks to members of our communities who filled in our Brownfield Community Counts survey. This was a community call for land, not a call for land from developers.

We want to make it clear that this list has been cross-checked against Sheffield City Council’s own Housing and Economic Land Availability Assessment (HELAA 2023). The sites we’ve listed are new additions that do not appear on the latest Sheffield City Council brownfield list (HELAA 2023) which we have cross referenced using the Council's own map: https://sheffieldcc.maps.arcgis.com/apps/instant/sidebar/index.html?appid=0ccdabc346d147cea9b0d855d51fbf09
For context, HELAA (2023) is the evidence base that much of the current plan is built upon.
We’ve already been contacted by a landowner who asked us to include their brownfield site. Together, we can ensure the brownfield-first approach is properly represented in the hearings.

There has been an application for an EIA (Environmental Impact Assessment) submitted to Sheffield City Council for a HGV and fuel station facility on Cowley Way, in addition to the existing motorway services on the M1 at Junctions 33 and 38/39.
